After months of attention on voter ID laws, and charges that they are part of a voter suppression effort, comes news that Houston and Harris County will be monitored by a special squad of Department of Justice officials. Yet the reason they are here may have more to do with a growing ethnic population of Chinese, who will now have a ballot in their own language for the first time.
