Over 20 years ago a famous gubernatorial candidate got the state buzzing about the notion of teaching youthful offenders, “the joy of busting rocks” in youth boot-camps. While his campaign fizzled, the approach caught on for a while in Texas and elsewhere in the country, but overall the treatment did not work for as many youth as law makers would have liked. Furthermore reports of abuses (and even deaths) were prevalent. Now comes word of a newer approach being used by the Harris County Leadership Academy where individualized treatment is the rule rather then the exception.
