With early voting already underway in Houston, one of the most interesting, but least understood issues on the ballot is the Houston school district’s Proposition 1. This measure is bid to get public approval or dissent before $162 million dollars is sent from Houston to the state to cover public education in other areas. For the first time ever, HISD has been caught up in the midst of the Texas complicated “Robin Hood” school funding program, and officials in the largest school district in the state are taking a chance that a vote against the measure may force the state to fix a system that has been deemed constitutional, but “undeniably imperfect.”
