Certifying the Poor? Harris County May Consider Requiring Panhandlers To Get Permits

In the past year, we have already seen reactions and problems related to the city’s homeless feeding ordinance. But now comes talk, by some civic groups in the FM-1960 area, of creating a county permitting process for panhandlers. What do you think?
