Harris County commissioners and the County Judge on Tuesday approved a major Astrodome referendum question for the November ballot, which would preserve an important piece of the county’s past. At nearly the same time, however, the organizers of the ‘Early to Rise’ campaign delivered their petition to see a funding issue added dealing with the county’s future. Judge Emmett is reluctant to add it to the ballot, but others say he must.
