World Water Day 2013: A Problem for Texas But a Crisis For Many Around the World

World Water Day arrives on just one day after we learn Houston has officially returned to a drought status. And while we in Texas will fret over its availability for our residential laws, for our agriculture industry, and have concerns about how much gets used in fracking operations, for much of the underdeveloped world the problem is much more stark.
