Just as news this week breaks that the Public Utility Commission has approved a rate increase for Texas power consumers, complaints reemerge about the fate of the Texas program intended to assist low-income families and seniors with utility bills. TheĀ Texas Comprehensive Energy Assistance Program takes in millions of dollars through a small charge on all Texan’s utility bills, yet the state is providing less and less support. All the while using the reserve fund to help maintain the appearance of a state budget surplus.
