Somewhat lost in the mix of stories about federal budget cuts, and the health care debate last week, was the Supreme Courts decision on special education, Endrew F. v. Douglas County School District. In a rare unanimous opinion the court held that school standards under the Individuals with Disabilities Education Act can not be minimal. Instead actual goals and progress must be the norm sought.
