Resolved for Now, Foster Mom’s Case Illustrates Some of the Issues Within Texas Child Protective Services

Some of the troubles within Texas foster care were revealed last month with the case of two boys taken from a successful Houston area placement. When foster parents, Carol Jeffery and Angela Sugare, reported to Children’s Protective Services (CPS) concerns they had about a half-sibling – who was not in their care, but whom the boys obviously seemed to fear – the children were taken from them. The case was widely profiled by the Houston Chronicle’s Lisa Falkenberg, and was updated throughout the month as the courts sought CPS to explain the situation. This past week though, the boys were happily reunited with their foster mom’s, and Falkenberg interviewed them for more on the experience and their perception of the issues within CPS.
